Wingfield Park is a City-of-Reno-owned park island. The Reno Whitewater Park (the Class II–III rapids course running through the park) is also City-owned public-water. Annual events - Reno River Festival (kayak whitewater), Artown summer concert series at Wingfield Park, the July 4th Star-Spangled Sparks fireworks (visible from Wingfield) - are public-event spaces. All cannabis consumption is prohibited on the river, in the park, on the Riverwalk paths, and during events. Possession (sealed, 21+) is permitted; consumption is not.
